Santa Rosa

Real Estate in Santa Rosa, Costa Rica.

Santa Rosa is where the water of Lake Arenal comes down the Pacific side of the mountains to make electricity. The Arenal hydroelectric plant has its machine house in this district of Tilarán, in Guanacaste, Costa Rica, and the water then gathers in the small Santa Rosa reservoir before running on to a second plant near Cañas. Wind turbines stand on the ridges above, and cattle pasture fills most of the ground in between. The centre of Tilarán is 9 kilometres away. Property here is mostly land: titled lots in a quinta condominium at Ranchitos, block houses on generous plots around Quebrada Azul and grazing fincas on the slopes, and Santa Rosa real estate is bought for room and water more than for a town address.

About Santa Rosa:

Santa Rosa is the fourth district of Tilarán, created by executive decree on 23 September 1926, and it covers about 71 square kilometres. Its head village is Los Ángeles, where the primary school, the church and the sports field stand. Around it lie Aguilares, Campos Azules, Naranjos Agrios, Palma, Quebrada Azul, Ranchitos, the village of Santa Rosa itself and part of Montes de Oro. National routes 142 and 927 both cross the district, and the centre of Tilarán is 9 kilometres away.

The first name was Los Moscos. Settlers who arrived from Alajuela in 1888 chose Santa Rosa instead, after the river that runs past the village and because it simply sounded better. They came first for the fine timber of Líbano and then for its gold, and some of those who stayed settled a few kilometres higher, at La Palma, to fatten beef cattle. Families also grew beans, rice, maize and coffee and pressed their own cane at the trapiche for tapa de dulce. The patron saint is the Virgen de Los Ángeles, and her fiestas were long marked by horseback ribbon races.

Energy shapes the landscape more than anything else. The Arenal plant’s machine house stands in Santa Rosa, beside the reservoir on the Santa Rosa river that feeds the Dengo plant further down, north of Cañas. On the ridges, ICE’s Tejona wind plant has been turning since 2002 and Tilawind since 2015, and Campos Azules was built at Ranchitos in 2016 and 2017; ICE plans to replace Tejona’s original turbines with fewer, larger machines. The official altitude is 432 metres, but the land rises toward the turbine ridges, and from the higher ground the view opens over the Guanacaste lowlands. Springs, rivers and creeks run through the pasture, and the district has a waterfall of its own.

Santa Rosa is a district of villages rather than a town, with a little over two thousand residents at the 2022 census, most of them Costa Rican families. Outside buyers tend to come for one of two things. Some want a titled lot at Ranchitos, priced in colones with developer financing, as a first plot or a weekend quinta a quarter of an hour from the lake. Others want a house with land around it near Quebrada Azul, or pasture with water on it. Either way, Tilarán’s banks, town hall and bigger shops are a short drive away.

Houses in Santa Rosa:

A house in Santa Rosa rarely comes on a small lot. Around Quebrada Azul, two- and three-bedroom block houses sit on plots of 1,400 to 6,000 square metres, and a few larger properties add separate apartments or a guest cabin on the same land. In the open country, a four-bedroom house can come with more than a hectare around it. When you compare houses for sale in Santa Rosa, Tilarán, ask where the water comes from, whether the extra units were built with permits and whether the plot can be split later.

Land and Lots in Santa Rosa:

Building land runs from 200-square-metre lots to parcels of a few hectares. In Quebrada Azul, residential lots of 1,400 to 5,800 square metres come up, some of them on paved streets. Out in the countryside, parcels of around three hectares are cut from old pasture. Before you buy land in Santa Rosa, find every spring and creek on the plan, because the protected strips around them decide where a house can go.

New Developments in Santa Rosa:

At Ranchitos, the Bosques de Tilawa condominium sells titled residential lots behind a private entrance, with no maintenance fee. Its quinta lots run from 5,000 to 10,000 square metres, and some of them allow up to three homes. Smaller lots from 200 square metres are on offer too, with a reservation deposit, a down payment and financing from the developer. Before you reserve, ask for the condominium rules and the approved plans for internal roads, water and power.

Farms and Fincas in Santa Rosa:

This is beef-cattle country, and most of the rural land was cleared for pasture. Fincas of a few hectares come up with a house, pasture and a spring or creek. For a finca in Santa Rosa, check that the fences and water troughs work, where the cattle drink in the dry season, and whether a power line, a turbine road or ICE land crosses the property.

FAQ:

  • How far is Santa Rosa from Tilarán and Lake Arenal?

The centre of Tilarán is 9 kilometres away, and national routes 142 and 927 run through the district. From the condominium at Ranchitos, the lake is about a quarter of an hour by car. The closest international airport is at Liberia.

  • Do the hydro plant and the wind farms affect a property?

Mostly through the paperwork. ICE and the wind operators hold land, service roads and power-line easements across the district, and an easement recorded on a parcel limits where you can build. The turbines are visible from much of the high ground, so judge the view from the exact spot where the house would stand.

  • What should I check before buying land with springs on it?

Springs are common here, and Costa Rica’s forestry law protects a ring of land around permanent springs and a strip along rivers and creeks, so part of a parcel may be off limits for building. Ask for the registry study from the Registro Nacional (Registro Inmobiliario), set it against the cadastral plan and get a land-use certificate from the Municipalidad de Tilarán. If you plan to draw the house’s water from a spring, find out whether that water is already under a concession to someone else.

  • Can I build more than one house on a quinta lot?

Sometimes. Some of the larger lots at Bosques de Tilawa allow up to three homes, but the final number depends on the condominium rules and on what the municipality will permit for that lot. Get both in writing before you pay a deposit.

  • What is the land in Santa Rosa used for?

Mostly beef cattle, which is what the first settlers began raising at La Palma more than a century ago. There is plenty of water, with springs, rivers and creeks across the district. The energy plants keep to their own ground along the river and on the ridges, so the rest is farmland and village.
