El Cairo
Real Estate in El Cairo, Costa Rica.
For fourteen years, families in El Cairo, La Francia and Luisiana got their drinking water from a tanker truck, after a pineapple plantation contaminated the aquifer their old supply came from. The aqueduct that ended it opened in February 2017 and now pipes water to eleven communities across the district. El Cairo is the part of Siquirres canton that begins on the far side of the Reventazón bridge on Ruta 32, in Limón province, Costa Rica. What comes up for sale is mostly quintas of a few thousand square metres with a modest house and fruit trees, flat fincas of several hectares around Luisiana, and the odd small building lot close to the village. Ask first how the water reaches the property, then look at the house.

About El Cairo:
El Cairo covers about 107 square kilometres of the Caribbean plain west and north of Siquirres town, and has been one of the canton’s districts since the canton itself was created in 1911. Ruta 32 enters it over the Reventazón bridge at La Junta, and the head village, El Cairo, with Barrio La Francia beside it, lies just off the highway some four kilometres from the centre of Siquirres. Since December 2025 this stretch has been part of the four-lane road between Río Frío and Limón, split down the middle by a concrete barrier. Ruta 812, a 22-kilometre tertiary road, runs through Luisiana and across into Germania district. Beyond them come Ontario, La Josefina, Bellavista, El Silencio, Castilla, El Peje and the villages still known by number, Milla 3 to Milla 6, down to Golden Grove and Boca Río Jiménez at the low northern end. Local buses from Siquirres run into Cairo through the day, and some carry on out to the Millas.
This is farm country, and a good part of it was shared out through land reform. Luisiana grew up as an agrarian settlement, which is why its school is still called the Escuela IDA Louisiana. In the Acasi settlement, Inder has improved the access road together with the municipality and JAPDEVA, built a community hall for around a hundred families and put in a water system. At El Cocal, 293 hectares settled by campesino families in the 1970s went through decades of court cases before being registered to Inder in 2014, and the families started receiving their deeds in 2018. Cattle, pineapple and small mixed plots fill the rest of the plain. Everyday shopping, hardware stores, primary schools and the Liceo Académico El Cairo are in the district, while banks, the bigger supermarkets and the rest of the canton’s services are across the bridge in Siquirres.
Water is the story people here still tell. In 2003 the Ministry of Health told residents of El Cairo, La Francia and Luisiana to stop drinking from their supply once it was proven that a pineapple company had contaminated the aquifer with three pesticides. AyA brought water in by tanker from then on. In 2009 the Constitutional Court ordered the health and environment ministries and AyA to clean up the sources, and neighbours blocked the highway to Limón to make them act on it. The answer came in February 2017: 82 kilometres of pipe, paid for by AyA, Inder, the German development bank KfW, FODESAF, the municipality and the community itself, designed to serve 7,100 people for at least 20 years.
The land is flat and low: most of the district sits below 100 metres, and Golden Grove in the north is barely above 10. Streams and springs cross it everywhere, and when you buy they matter as much as the soil. Close to 7,000 people live here. Most buyers are local: families who want a house with a garden and a few fruit trees, farmers adding hectares next to what they already have, and people who work in Siquirres but would rather live on a quinta than in town. A smaller group comes from further away looking for a lowland weekend place with enough land to plant. For all of them the four-lane highway has shortened the trip, but the barrier also decides which side of the road you can turn in from.
Houses in El Cairo:
Here a house nearly always comes with land, and the quinta is the usual format. In La Francia, a 112 m² house with two bedrooms, one bathroom, a living room opening onto a terrace, a laundry area and a storeroom stands on 2,042 m² of garden and fruit trees, 700 metres from the El Cairo school and a kilometre from Ruta 32. Larger homes sit on fincas: in Luisiana, a concrete house of about 120 m² with two bedrooms and two and a half bathrooms shares almost nine hectares with a smaller second house, two water tanks and a concrete storeroom. When you compare houses for sale in El Cairo, find out whether the property is on the AyA aqueduct or its own well, and ask to see the bills.
Land and Lots in El Cairo:
Plots run from village lots to quintas. A 210 m² lot in El Cairo is enough for a single house within walking distance of the shops. On Ruta 32, several 5,000 m² quintas are offered side by side, with direct access from the highway and a spring-fed stream running through the land. On Calle Fuentes, a full hectare is up for sale. Before you commit to land in El Cairo, walk the stream and find the spring: under the Forestry Law they carry protected strips where you cannot build, and on a small lot those strips can take a big bite out of the usable area.
Farms in El Cairo:
Fincas cluster around Luisiana and along Ruta 812. One flat farm of 48,910 m², just under five hectares at about 60 metres, comes with registered title and survey plan and a 90 m² cottage that needs remodelling. Another, of 87,835 m² near Ruta 32, already has water and power connected, the two houses described above and room for cattle, crops or a rural tourism project. With farms for sale in El Cairo, trace how the land was first handed out. Much of this plain came through IDA and Inder settlements, and that history can still limit who may buy and when.
FAQ:
-
Is the tap water in El Cairo safe to drink now?
The villages on the integrated AyA aqueduct, El Cairo, La Francia and Luisiana among them, have been on clean piped water since February 2017, after living on tanker deliveries from 2003. If a property is connected, ask for recent bills and the meter number. If it relies on its own well or spring, have the water tested by a laboratory before you sign, especially on land near plantations.
-
How far is El Cairo from Siquirres?
El Cairo village is about four kilometres from the centre of Siquirres, on the other side of the Reventazón bridge. Ruta 32 has run on four lanes through here since December 2025, though finishing work such as drainage and kerbs carried on into 2026. Buses from Siquirres come into Cairo several times a day.

What if the land was once part of an Inder settlement?
Then check before anything else. Land allocated by Inder, or by the IDA before it, stays under the limitations of Law 9036 for fifteen years from the allocation, and during that time it cannot be sold, split or mortgaged without Inder’s authorisation. Settlements such as Luisiana, Acasi and El Cocal make this a live question here. Look for those limitations on the property’s record in the Registro Nacional (Registro Inmobiliario), make sure the plano catastrado matches the land on the ground, and get any authorisation in writing from Inder before you pay.
-
Can I build next to the stream or spring on my lot?
Not right beside it. The Forestry Law protects a 100-metre radius around permanent springs and a strip along both banks of rivers and streams, 15 metres on flat rural land. A seller may present a spring as an asset, and as a water source it is one, but ask the Municipalidad de Siquirres for a land-use certificate and mark where you can actually build before you agree a price.
